URGENT – Have your say on future housing in Cowfold
There are 2 important consultations regarding housing that you should be aware of:
- Scoping Consultation 2045 (deadline for comments 28/07/26)
This is the long term strategic plan. HDC are asking for views on what factors should be considered for the next phase of planning to 2045, and have initiated a “call for housing sites” process.

2. HDC District Local Plan 2023-2040 (deadline for comments 24/08/26)
Following central government’s rejection of Horsham District Council’s (HDC’s) Plan a revised plan is being worked on with proposals for additional housing sites to fulfil the housing allocation dictated by Central Government.
2a. Cowfold has an additional allocation of 100 housing units (on top of the 70 houses already included in our Neighbourhood Plan. The field east of the playing field (north of A272) has been put forward by HDC in their Emerging Plan. Link to add objections: strategicplanning.horsham.gov.uk/HDLP_Main_Modifications
2b Sites for c3,500 houses have been suggested – Adversane and Buck Barn. HDC has proposed Adversane (but Buck Barn remains a potential should Adversane be rejected). For comments regarding the Adversane proposal strategicplanning.horsham.gov.uk/HDLP_Main_Mods

Cowfold Parish Council intend to object to both consultations, listing amongst other factors our concern about the impact of increased traffic through Cowfold Parish. However, it is important that as many people as possible register objections individually. Should you wish to object to any proposals remember:

The application is now at recommendation and/or committee stage at Horsham District Council.
The Eastlands Lane application DC/26/0472 for nine new dwellings has been refused by Horsham District Council.
The appeal reference number 6011338 will be determined on the basis of Written Representations to the Planning Inspectorate. This means that the appeal will be decided on written statements of the parties concerned and that no public hearing or local inquiry will be held.
